William Radford Thomas, a painter and printmaker, was born in Texas in 1930. He received his B.F.A. is Studio Art and Art Education from the University of Texas in 1957, his M.A. in Studio Art from Highlands University in New Mexico in 1962, and his Ph.D. in Fine Arts Administration from the University of Texas in 1970.

Thomas has served as the Gallery Director for the art departments at Amarillo College, Eastern Washington State University and East Tennessee State University. He was the Director at Michael C. Rockefeller Arts Center at the State University of New York in Fredonia from 1980-1982, and the Director of the Noel Art Museum in Odessa, Texas from 1988-1990. He is currently a Professor of Art at Virginia Western Community College in Roanoke, where he has taught since 1998.

The artist has also been featured in a number of publications.
